Guide
Where can you buy tobacco in Lisbon, physically?
Tobacco is sold in Lisbon through a handful of licensed retail categories, each with its own hours, range and quirks. This guide describes the categories, not individual shops, so you know what to expect wherever you are in the city.

In short
In Lisbon, tobacco is legally sold through tabacarias and newsagents, street kiosks, cafés and pastelarias with a licensed till, supermarkets and larger grocery stores with a tobacco counter, some hotel receptions for guests, and vending machines placed inside licensed premises with age-verification locks. Sale to anyone under 18 is prohibited everywhere, ID may be requested, and online or distance selling of tobacco to consumers is not permitted under Portuguese law — which is why an order placed on WhatsApp is fulfilled by hand delivery, not shipped like an ordinary parcel.
Key points
- Kiosks, cafés, supermarkets, tabacarias, some hotels and licensed vending machines are the physical categories.
- Range and hours vary widely by category and by individual shop.
- Online or distance selling of tobacco to consumers is not permitted in Portugal.
- ID may be requested anywhere tobacco is sold, and sale to under-18s is prohibited everywhere.
Kiosks
Street kiosks on squares and along main avenues are one of the most visible tobacco points in central Lisbon. Many keep long daytime and evening hours, though hours vary kiosk by kiosk and none operate all night.
Cafés and pastelarias
A large share of Lisbon's cafés and pastelarias hold a licence to sell cigarettes at the counter, usually kept behind the till rather than displayed. This is convenient because cafés are everywhere and many open early, but their tobacco range is usually limited to a handful of the most common cigarette brands.
Supermarkets and grocery stores
Larger supermarkets typically have a dedicated tobacco counter, sometimes staffed separately from the regular checkouts, with a broader range than a café. Smaller grocery stores and minimercados may or may not carry tobacco, depending on whether they hold the licence.
Tabacarias and newsagents
These general small shops (see our separate guide on what a tabacaria is) remain the classic tobacco point, often with the widest range of brands and roll-your-own supplies in a given area, alongside press and lottery products.
Hotels and vending machines
Some hotels sell tobacco to guests at reception as a guest service, at the hotel's discretion. Vending machines exist inside some licensed premises such as bars and cafés, but Portuguese law restricts where they may be placed and requires an age-verification lock — see our dedicated guide on vending machines for the detail.
What none of these do
None of these physical categories deliver to your door, and Portuguese law does not allow distance or online selling of tobacco to consumers. A WhatsApp order fulfilled by hand delivery is a different model from any of the retail categories above — it still requires proof of age at handover and only operates within the hours we state.
Common questions
- Which is the cheapest place to buy tobacco in Lisbon?
- We don't compare or quote prices between retailers — prices are set nationally by tax rules and vary little in structure between licensed points of sale.
- Can I buy tobacco at a Lisbon supermarket at any hour?
- Only during the supermarket's own opening hours, which are set by each store and are rarely 24 hours.
- Do all cafés in Lisbon sell cigarettes?
- No. Only those licensed for tobacco sale do, and it is impossible to tell from outside — you generally have to ask.
